In a groundbreaking move, the Heiltsuk Nation has initiated online voting for a written constitution, marking a pivotal moment in its journey towards self-governance. This referendum, described as historic by the nation, follows nearly two decades of development and extensive consultation with its members.
Over the past six months, more than 2,000 Heiltsuk individuals from Bella Bella, Nanaimo, and Vancouver have engaged in discussions about the proposed constitution.
Empowering the Heiltsuk Nation
If the constitution receives majority approval, it is expected to empower the Heiltsuk Nation to reclaim its governance authority.
Marilyn Slett, the elected Chief, emphasizes that the nation has always operated under an ancestral constitution, which has been enacted through cultural ceremonies and daily practices. The new written constitution aims to formalize this governance structure, providing a clear legal framework that outlines the rights, responsibilities, and law-making processes for the Heiltsuk people.
Clarity and Collaboration in Governance
The proposed constitution is designed to bring clarity to decision-making processes within Heiltsuk territory, which have often been left to judicial interpretation. By establishing a written document, the nation seeks to define its governance more explicitly, ensuring that both members and external partners understand the framework within which they operate.
Additionally, the constitution aims to foster collaboration between elected officials and traditional governance systems, such as hereditary chiefs, reinforcing the nation’s commitment to its cultural heritage.
A Vision for Future Generations
Hereditary chief Frank Brown highlights that the written constitution reflects the Heiltsuk Nation’s core values and is intended to guide both current and future generations in governance.
He asserts, “We have never ceded, surrendered, or extinguished our inherent right to govern the Hailzaqv people and our territory.” As voting commenced on January 6 and will continue until February 20, the Heiltsuk community eagerly anticipates the outcome of this referendum.
Should the constitution be ratified, a celebratory feast will be held in Bella Bella, marking the beginning of a new chapter in the nation’s governance.
