People at the scene of the incident were able to capture the moment when the 19-year-old was being attacked by the officers.

A shocking video shows Maryland police officers beating a teenager with his hands in the air while arresting him for being on the boardwalk.
The clip, which is already viral and has more than 1.5 million views, shows Brian Everett Anderson, 19, with his hands up, surrounded by at least five police officers.
Police say they saw Anderson smoking after being told he should quit earlier in the afternoon.
Without moving, he appears to unhook a strap from his backpack, which witnesses say was an order from the officers, then clutches his stomach and falls after stiffening from being tasered.
One clearly angry woman shouted “Stop! He was just standing there! ” while other witnesses said things to the officers.
One man asked “What’s wrong with you?” as police returned to quickly secure the angry crowd, while Anderson lay on the ground and was handcuffed.
Later, police arrested three more teenagers after “a large crowd of people began to surround the officers.”
Other footage showed three officers on top of one of the detained teens, while another clip showed police officers taking one away as someone screamed.
